Nurse Entry To Practice – Expansion Programme
Primary healthcare nursing
The vision for Primary Healthcare nursing is to create an environment that enables nurses to provide integrated comprehensive nursing care to individuals and population groups in New Zealand primary healthcare settings, and that strengthens the primary healthcare team towards improving health for all.
Primary healthcare nurses work autonomously and collaboratively to promote, improve, maintain and restore health. Primary healthcare nursing encompasses population health, health promotion, disease prevention, wellness care, first point of contact and disease management across the lifespan. The setting and the ethnic and cultural grouping of the people determine models of practice. Partnership with people - individuals, family, whaanau, communities and populations to achieve the shared goal of health for all, is central to primary healthcare nursing.
Primary healthcare nursing is delivered in a variety of settings in city, urban and rural areas, in partnership with individual, families or population groups and will provide for case management of individuals across the primary secondary and tertiary interface.
The PHC nursing team within Counties Manukau District Health Board are working in partnership with all nurses working in the community to improve our population’s health
The establishment of the NETP – Expansion Programme within CMDHB enables the new Graduate Nurse to follow in their goals and aspirations for Primary Healthcare Nursing without first having to gain experience in a tertiary centre. The programme has extended to the Primary Care arena having established good relationships between the DHB and a variety of primary providers.

Mental Health Nursing Graduate Programme
The Mental Health Graduate Programme is a specially designed programme to challenge and develop the new Graduate Nurse in the specialty of Mental Health. It is an exciting programme with the support from a strong team within Mental Health services. There is a strong focus on the academic component to develop competency, with 17 study days through out the year to provide the programme. The new Graduate will work towards a Post Graduate Certificate in Nursing, which is completed during the graduate year with 2 x 30 point papers through the University of Auckland. The new Graduate will be provided with professional supervision as well as having a preceptor within their clinical placement, and access to the Mental Health Nurse Educator Team. Clinical placements are aimed to provide a 6 month placement in both a community and inpatient setting. CMDHB provides and funds a range of mental health services for people who experience mental illness.
Midwifery Graduate Programme
The midwifery new graduate programme is highly sought after by new graduates and is aimed at consolidating the practice of the new graduate specific to the hospital environment. This 15 month programme aims to support the beginning practitioner as they rotate through an antenatal, postnatal and delivery suite setting. A Midwife Co-ordinator manages the programme and ensures each graduate midwife is supported by a designated preceptor and four extra study days, which are pertinent to working in our busy, high-risk department. Applications are accepted each year in August for commencement the following year.
Voluntary Bonding Scheme
Voluntary bonding is an incentive payment scheme that has been introduced by the Government to reward midwifery graduates who agree to work in hard-to-staff areas. It is a practical initiative designed to move graduates into the communities and specialties that need them most. Graduates who are part of the scheme are eligible for incentive payments of up to $17,500 (net) intended to help repay their student loans for up to five years. Combined with compulsory student loan deductions from graduate’s income, this will give individuals a significant boost in repaying their student loans. Counties Manukau DHB is the only DHB in the Auckland region that offers access to this scheme.
